
The Texas Education Agency has released the 2025 STAAR results for both elementary/middle school grades (3–8) and high school End-of-Course exams.
The statewide grade 3–8 results were published on June 17, while EOC results became available earlier this month via the TEA’s online portal.
How the STAAR process works
- Test Administration & Scoring: Students complete STAAR assessments in spring. High school students take EOCs in core subjects; younger students complete grade-level exams in math, reading, science, and social studies.
- Data Collection & Release: TEA compiles performance data by district, campus, and student demographics. Grade 3–8 results were released in mid-June; EOC scores followed shortly after .
- Analysis & Reporting: School districts monitor results to track student growth and prioritize areas needing support. TEA uses STAAR outcomes in accountability ratings, especially for elementary and middle schools, with official ratings due this August
Houston-area district performances
Houston ISD (HISD)
- Grades 3–8
- Strong statewide gains in both reading and math.
- Math scores in grades 3–7 outperformed state averages; reading improved but remained below state levels.
- Eighth-grade math saw a 9-point jump from 2024; fourth/fifth-grade reading up 4 points; third and sixth-grade math rose by 7 points
- High School EOCs
- Algebra I: Over 50% met grade level—up 13 points and above the state average (47%)
- Biology: 63% met grade level, up from 40%, slightly above state average (62%)
- English I & II and U.S. History: Small gains observed but still lag behind state averages
Katy ISD test scores
- Across both grade 3–8 assessments and EOCs, Katy ISD emerged as the top-performing large district in the Houston area
- Scores were strong in Algebra I, Biology, English I & II, and U.S. History, with only minor drops from 2023 but consistently above Dallas and Houston averages
Cy-Fair ISD & Conroe ISDs test scores
- These districts performed above the Texas state average across grades 3–8 and EOCs
- While performance varied by subject, both districts reported a healthy mix of gains and slight declines year-over-year .
Fort Bend ISD test scores
- Results were mixed. Biology saw clear improvements, but performance in other subjects remained flat or declined slightly.
- Overall, Fort Bend remained near or slightly above average, depending on the subject area .
Statewide baseline for comparison
- Grades 3–8: State results were stable with gains in fourth- and fifth-grade reading (+4 points) and third- and eighth-grade math (+4 points); fifth-grade reading declined by 3 points.
- EOCs: State average performance was 47% in Algebra I, 62% in Biology, 51% and 56% in English I/II, and 68% in U.S. History — several showing slight year-over-year declines .
